Outcome Harvesting Report. Women of Ukraine: Heard, Capable, Resilient

In 2023, “Women of Ukraine: Heard, Capable, Resilient” (WoU) undertook an internal evaluation to explore intended and unintended, and positive and negative outcomes to which the project contributed. The aim of the evaluation was to understand changes brought about by the project and, in doing so, provide lessons and recommendations for future programming focused on gender equality and human rights of women and girls in Ukraine.

Utilizing an Outcome Harvesting (OH) methodology, WoU asked the following main research questions: (1) What are the key outcomes to date of the WoU project? (2) To what extent are the outcomes sustainable? (3) To what extent do the outcomes align with the project’s theory of change? (4) What role did the project play in achieving the outcomes? and (5) To what extent have the outcomes affected the environment?

21 local partners participated in the evaluation, and together identified and described 44 outcomes in outcome statements. Pact analyzed the outcomes using quantitative methods (descriptive statistics) and qualitative methods (thematic coding) and substantiated those that met substantiation criteria.
